Toktar joined CRU Consulting in July 2016. Before joining CRU, his research was focused on the prospects of establishing a special Financial Centre zone in Kazakhstan. He has also been involved in the project of promoting British-Chinese trade.

Prior to his career at CRU, Toktar completed an MSc in International Political Economy at London School of Economics. He also holds a BSc in International Relations from the Middle East Technical University in Turkey. Toktar is fluent in Russian, Kazakh, English and Turkish.
